Independent adoptions are still legal and proceeding in Russia. There may be changes if the US-Russian adoption agreement, signed in mid-2011 by US Secretary of State Clinton and Russian Foreign Minister Lavrov is ratified by the Russian Duma.
The project has applied for licensure through an affiliated charity, Care for Children International. This application is pending the ratification of the agreement.
